Moving Toward Change
by María del Carmen Aceña

Everyone is familiar with the phrase the government has uttered in its various messages: "we are moving towards change, and that is good". Most Guatemalans are wondering: what does this change consist of?

Last month, the Government Plan for 1996-2000 was made public. It makes three commitments: the political, the social, and the economic, all of which have their origins in an integral, sustained, and sustainable development, based on a social market economy.

This document should point the way for the new government. However, a program is not enough to achieve change. Change also entails having a political leader who will lead the way and, above all, manage the change. For harmony to exist, the government team, the leader, and the citizens must have a shared vision. The president must share his vision with Guatemalans and state his objectives clearly.

We have already chosen a leader, we have a government plan, and we have a good team. The only thing that is missing is that clear, shared vision and the strategy to achieve change.

Companies with no vision have no chance of creating their future; they can only react to it. Be cautious, for this is precisely what is happening to our country. Instead of managing change and having a future, we are reacting to the crisis without achieving any change at all.
