The peace agreements by themselves do not bring prosperity, as many Guatemalans have frustratingly realized when they see no improvement in their life conditions. What happens is that past violence has diminished productivity greatly, and it cannot automatically return.
Many of us have asked ourselves: Are we capable of generating a take-off from poverty to well-being?
Hands-on: The III Bolivar Forum
The Guatemalan Vice-President, Luis Alberto Flores Asturias, attended the II Bolivar Forum in Arequipa, Peru, in December 1996. In his inaugural speech, in the name of the President and with the backing of related institutions, Flores asked the members of the Bolivar Program and the representatives of the International Bank for Development to have the III Bolivar Forum in Guatemala.
The III Forum will undertake such issues as the role of the State, mechanisms, financial instruments and aid services for small and medium enterprise, their participation in trade markets and the relationship between production and know-how.
The Bolivar Forum is a platform from which we have the opportunity to present and sell Guatemala's image and propitiate foreign investments.
